Present:  M. Dempsey, T. Schaefer, T. Grim, S. Benanti

Meeting opened 7:35 pm.  

2 Mill St. Extension – GNOI/NOI – Septic
Present:  Tom Hector, New England Engineering

Hearing opened 7:36 pm.  DEP #030-0376.  Submitted tear sheets and will send green cards (he only brought P.O. receipts).  Project is a replacement septic system.  The resource areas involved are Mill Pond and 2 streams which he showed on a map.  Only one stream is on the USGS map, however, they are treating the other as a perennial.  The home is a 4 bedroom dwelling with an existing tank and leach field next to house.  He proposes installing the new tank 60’ away from Mill Pond and 64’ from the perennial stream.  M. Dempsey suggested a site visit because the project is in a sensitive area.  The current system is a failed system.  The hearing is continued until the next ConCom meeting to be held Wednesday, April 4, 2007 at 7:30 pm, and a site visit is scheduled for this Saturday, March 10, 2007 at 8:00 am to also determine whether the project is an emergency.  Hearing closed 7:57 pm.  *M. Repairs Ashcroft Terrace – ENSR/ National Grid Continued  
Present:  Tim Sullivan/ENSR.   

Hearing opened 8:00 pm. This hearing is continued from January 10th, 2007, and has already been issued an emergency order.  There was one issue with an abutter regarding the pipe that collapsed.  T. Sullivan explained that the contractor said the pipe had a second piece of pipe (sleeve) and the joint failed.  He dug debris and removed that section to prevent future failure, and put rocks back around the pipe.  The pole will be done this spring, and gives them an opportunity to keep an eye on the pipe and see if it needs fixing in the spring.  *ConCom will wait to issue a Certificate of Compliance to see how it is after the spring of 2008.  M. Dempsey asked what kind of lifetime should be expected from this fixing?  T. Sullivan said the last pipe has been there since early ‘90s, so maybe 10 or 12 years?  M. Dempsey made a motion to close the hearing and issue a permit allowing the work to be done.  T. Schaefer 2nd.  3 yes.  1 abstention.  Hearing closed 8:09 pm.  T. Sullivan mentioned that there is an open order for the King St. Substation and will be filing for a Certificate of Compliance soon.   

ConCom Business - Bridges at Meadowpond  
M. Dempsey made a motion to spend up to $5,000 from the Open Space money toward three bridges and supervisory help at Meadowpond.  T. Grim 2nd.  All in favor.  Unanimous.  

T. Grim made a motion to adjourn the meeting at 8:13 pm.  T. Schaefer 2nd.  All in favor.  Unanimous.
